ROTA is a (Windows) Python3 program built with the Panda3D module. It relies on the Marshmallow Chalk B font from Senty Font, cedict_1_0_ts_utf-8_mdbg.txt and is free to evaluate with all features, indefinitely. ROTA is not open source although you may modify the script for your own private use / non-commercial purposes.
